District 1

At the center of the world sits District 1, within this towering walls is The First City. This great city rises in concrete pillars to meet the sky. Restricted by a bulwark some three hundred feet high the citizens of District 1 have had to build ever upwards. Home to the six tallest buildings in the world this District is the center for functional architecture as well as government. On a great hill at the center of the city sits the Citadel, which is the largest and tallest building in recorded history. This is where most of the government personal incharge with running your government call home and house’s all the people that keeps the Government going.

District 2

Population: 15.3 million 

While District 1 acts as the seat of Government District 2 acts as the seat of military might. Several Army and Navy bases are present as is the headquarters of the Military. Training grounds, ready stations, watch towers, Mechanized Cavalry grounds, and every other military operation station is present in District 2. At the end of the day it is the bulwark protecting District 1 from all threats.

District 3

District focus: Maritime, Farming 

Population: 80.6 million 

District 3 has the biggest civilian population centers in the world with Triden being the largest and Mistral the third largest in the world. Triden, which owns the biggest harbors and dry docks, facilitates the maritime trade which occurs throughout the Cradle Sea. It is one of the few derelict mega cities that has been mostly restored, with City One being more complete but less expensive. Most Factions, large and small, have operations based out of Triden. Triden is also the industrial manufacturing and navel center of the Central Districts. Mistral, Tridens sister city, deals with more land based trade and is home to the most Government approved trade schools, Universities, and museums. The mix of trade and education have led to Mistral to become an often overwhelming melting pot, especially after the Freeman family established segregation in their Districts and many moved from the West into the promising city. District has a lot of room to grow. The undercity of Triden is still undeveloped and occupied by tribes of Exalted and other outcasts. Many criminal organizations are based out of both the elite quarters of the city, as well as the underbelly. Mistral has no extensive underground, however it’s small secret societies are large in number and personal. A large number of small towns also occupy District 3. Primarily, these towns participate in farming, fishing, or ranching operations.

District 4

Midton has the one of largest maritime fortress that exists in the world that maintains the defense of the interior of the Central Government districts.

Light cove is the host for the largest military harbor whose sole job is to maintain the Government’s naval superiority for your safety.

On the south side of the side of the island it has a beautiful tropical paradise for the rich elite of your Government’s citizenship. With resorts littering the south side of the island and desert and the local population living on the northside.

District 7

Population: 9.2 million 

Hog’s Wallow is one of the most mysterious cities in the central districts, this has to do mostly in part with the dense swamp lands that encapsulate district 7. The Lich family, headed by Elisa Lich lobbying for less government involvement in district 7, with the government doing so because the City of Badslov Crossing being the only place of strategic value. The central government presence has mostly maintained itself in Badslov to make sure it’s supply line remains secure.

District 8

Population: 700,000

Due to the Reclamation Act we now know that; In prehistoric times the lands of district 8 had cities on the banks of the river’s delta with levees to keep the sea and the river at bay. But today is not the case most of the towns and villages of district 8 are built upon the concrete mounds that used to be cities. The locals crave out the living by fishing the swamp areas and harvesting crops that don’t get washed away from yearly flooding. When the district experiences yearly drought treasure hunters usually flood the area looking for prehistoric treasures now that they are legal to carry. This creates a hatred from the locals towards the treasure hunters for taxing on the local populace during times of drought.

District 9

Population: 24 million

District 9 is the home to the Wolf’s estate where the commander and chefs of the wolf family retire with their families. The Wolf’s estate currently has 2 of the old guard still alive and living out the rest of their retirement. Near the wolf’s estate is Fort Stockton up on the hill near the city of Stockton. If there's any crisis too big for the current commander of the fort to handle he may reinstate one of the Old Wolves to take over.

District 10

District 9 is the home to the Wolf’s estate where the commander and chefs of the wolf family retire with their families. The Wolf’s estate currently has 2 of the old guard still alive and living out the rest of their retirement. Near the wolf’s estate is Fort Stockton up on the hill near the city of Stockton. If there's any crisis too big for the current commander of the fort to handle he may reinstate one of the Old Wolves to take over.

District 11

Population: 10 million 

In prehistoric times District 11 had population centers that could rival District 3. But due to the Food Wars, the Anarchist bombings, dormant explosives of the Great Revolt, and the occasional Gashadokuro; district 11 is now one of the least populated Distict in the central districts. After the Second The Food War The Hub was built and the starting point to the overhaul of the transportation system of the central districts. Now most manufactured goods get transported through The Hub.

District 12

District focus: banking, culture 

Population: 6 million

District 12 is situated as the transitional region of several biomes. The planes to the north stretch down to the city of Norton, the hills to the west do the same. Further south the planes give way to sparse forests and lakes dotting the planes. A small lake, fed by an underground spring, is at the center of Norton, the capital of this District. Around one third of the District population resides within the capital, with half living within 50 miles of the city center. An expansive, flat city, with a few Art Deco towers lining mainstreet, Norton feels both large and sparse at the same time. Citizens of District 12 are often employed by the Ellsons as they are the faction with the most investment, and control, of the District. However, far outside Norton many find themselves working free from Ellson oversight as farmers, cowboys, shepards, or other professions Ellsons are barred from having direct access to.

District 13

Population: 20 million 

The seat of Ellson power, District 13 has a wealth not only in the financial sense, but also in the cultural sense. Both cities Orelane and Bijoux, have massive financial districts, service industries, museums, playhouses, entertainment studios, educational institutions, and more. Orelane acts as the financial center of the East, with it’s stock market exchange and Eastern Ellson Headquarters of Banking servicing all Districts north of District 1 and East of District 40 and those falling on the Eastern side of the Celestial mountain range. Bijoux, as the technically younger city, services the remaining Districts, including Districts 4, 5, 6, and 56 with it’s Western Ellson Headquarters of Banking and stock market exchange. Orlane boasts a population of nearly 10 million people. It’s city is a spoke and wheel layout with extraordinary art nuevo towers at the center of the financial district giving way to suburbs at the fringes. Bijoux boasts a similar population of 8 million residents. However, it’s layout is more modern and it’s architecture a blending of art deco aesthetics with Grey inspired construction techniques. Both cities rest in natural valleys surrounded by low hills which are dotted with forest and jungle growth.

District 14

Other than it’s Ellson family ties District 14 is largely free of major defining features. Cities leaning towards the Art Deco architectural style dominate the cities of District 14 with railcars and trains connecting the population to every corner of their district. Of highest note is the Tax Collector Academy at the center of the financial district in each city. A staunch reminder to the citizens that the Ellson’s control much of what happens in District 14.

District 15

Before the second food war the Ellson family ruled over much of the western breadbasket. Banned from owning land due to their failure to meet production quotas the family reorganized and centralized in District 15. While District 14 is run primarily by Ellson interests District 15 is run outright by the central family branches. A tax haven for some and place of desperation for others District 15 is the banking center of the world and it’s cities are prosperous due to this fact. Gaudy towers stand in tribute to the Ellson family and golden rail cars ride on multi-tiered rails. Four major landmarks can be seen in the Capital. The Primus Tax Collector Academy, Ellson University, Primus Ellson Bank, and Ellson Tower. Sights to behold. On the outside District 15 looks like a promise land, with high society enjoying the luxuries of Grey ingenuity and Freemen work without the pollution and labor that usually comes with these benefits. However, these boons are driven by a deep seeded economy of indentured servitude which has led to a counterculture underbelly in the golden capital.

Population: 9 million

Greatly overshadowed in both manufacturing potential and scale by District 18, District 16 makes its own name as a mining center that supplies rare metals to the foundries that give it’s capital its nickname. The Black City. Blackened skies and harsh work conditions do not shake this District's dedication to Grey principles. Great advancements are made in the fields of Metallurgy and Material Science at the local Strigholm University. Materials of all types are exported from this District and it is unlikely the modern Grey Family machine could survive without their Black City’s constant flow of molten metals. Malmi also acts as another great boon to the Grey family as it acts as the funnel for all metals and ores coming from the North West.

District 17

District focus: Art and Education

Population: ~3 million

Of all Districts dominated by Grey influence District 17 is the least industrialized. Environmentally the District is rather lush and green, with clear lakes, slow rivers, and expansive prairies. Great pine forests, hundreds of years old, coat much of the mountainous terrain. Due to the natural beauty District 17 is the home of the great Malburg and Kalmara Universities. Known respectively for their writers, poets, philosophers, musicians, painters, craftsmen, and biologists, anatomists, and doctors. Citizens of District 17 live in opposition to the general Grey lifestyle. Slow instead of fast, flighty instead of focused. In the last year Malburg university has started a new center for Anthropological and Cultural Study in direct competition to their cousins at Fredricks University. It is a meandering, philosophical lifestyle that draws citizens to Crystal Lakes for education and intellectual emancipation.

District 18

District focus: Industry and education  

Population: ~60 million people

Of all the Districts 18 is by far and away the intellectual center of the world. Grey universities to all disciplines are spread throughout the large territory. Manufacturing booms. Innovations are made and a new intelligentsia rises from beneath the soot filled skies to bring about a new age based on rediscovered technologies. Fredericks University sits as the centerpiece of not only the capital but also the district. Atop the great plateau it’s towers, marvels of modern engineering, gleam above the landscape. A sight to all those for miles around to see when the skies are clear enough to do so. In recent days Fredericks University has announced that it is expanding, taking over some local warehouses, to be rebuilt and act as museums for the treasures they’re sure will be uncovered in the wake of the Reclamation Act. District 18 has a darkside to counteract it’s intelligentsia. Those who work in the industrial center of Hustadt, block after block of great mega factories reclaimed from prehistory, do so under a sunless sky. Lucky workers live in apartments packed in around train stations that shuttle them to their work just to have a clear sky and clean lungs at night. Those who live in the industrial centers do so in apartment blocks, nicknamed Abattoirs, and often die due to workplace accidents or diseases of the lung.

District 19

District focus: Large Scale Production

Population: ~40 million

A wide open plain, District 19 was once the hotbed for Grey manufacturing. Several decades ago the explosion of a Grey family refinery destroyed a large portion of the Capital city. Tragedy and displacement struck District 19 but in the past several years the Grey family has rebuilt their old capital of Dessa and begun manufacturing once more. The displacement of people a generation ago caused many once small towns to double in size in this District. Therefore much of the population is dotted all throughout District 19 with each community focusing on a different mode of production. Some heard livestock, others mine local ore, and manufacturing exists in clusters. Many of Dessas refugees found their new homes in old megacities known as North Hold and South Hold. These megacities took on the production burden of Dessa but now provide extra production as the rebuilt city of Dessa begins to hit it’s old production numbers. Some citizens prefer their lives at smaller factories in tight knit communities. However, Greys are beginning to force old workers to return to the production centers, migrating entire towns, to improve production. A policy many take issue with both as citizens and factory owners.

District 20

District focus: Agriculture, Lumber, Forestry, Tanning

Population: ~22 million

The original frontier, District 20 has become what many call the breadbasket of the east. Here there is a large economy of food exports and wood products. Once a dense forest covered District 20 but it has been cut back to allow for the agriculture we see today. Forestry has driven agricultural expansion as this District supplies most of the paper products used in the East and Central Districts. There is also a large community of Rangers and Trappers who make their living off the deep wilderness and supply the luxury market with rare plants, meats, and pelts. The population here is supernatural in their thinking however and there have been movements to reduce or halt what they term “the invasion of the Forest.” These movements have led to several bloody incidences between protestors and the Wexler Investigations Agency but, on the whole, do not dampen any industry in the District. However, it is projected that these movements may gain steam in the wake of the Reclamation Act as there are several sites already identified as being of historical interest in areas where logging is planned or underway.

District 21

District focus: Agriculture, Art, Research, Artifacts

Population: ~18 million

In the East District 21 is seen by many as a land of prosperity. After successful forced integration this District has been continuously expanding. The forest which restricts other districts was never as thick in District 21. Easier colonization has allowed the population to boom, in turn leading to more exported goods and increased immegration in the wake of successful citizens returning to Central Districts. The Capital of Sakra’Koh sits on a small peninsula beyond the mouth of the Zenoca river. Sakara’Koh has become a modernized city in and of itself. Unlike many Central District cities the Capital of District 21 has had to undergo expansion. Art and Architecture have evolved into their own style spawning an undercurrent of individualism throughout the society. This is why one of the most prominent Central District arts colleges has moved its primary campus to District 21. Also of note are the wealth of Pyramid structures that work their way up the mountainside, all the way to a vast network of ancient ruins at the top. Only recently have these been approved by the Government for study under the Reclamation Act. Several universities have opened campuses to focus on the study of these ancient monoliths as well as the local art. It is projected that District 21 may become another center of knowledge in the world.

District 22

Population: ~4 million

The mountains of District 22 have proven to be rich in metals and minerals. Large mining and refining operations drive this Districts economy for that reason. With a mixed population of Darkleacher, War Born, and other Humans the cities are much more integrated than those on the planes below the peaks. Three major cities of similar size mine, refine, and distribute different metals and minerals. The capital of District 22 is a large town near the edge of District 23 that acts as the distribution center for all mined goods. Due to this active nature and flow of people and goods Jacksonville, the capital, has become a cultural hub for the workers of the West.

Population: ~7 million

District 26 acts as a government foothold in the West and can help to supply rations if there were ever another food war. Mountainous around the edges of the landscape but with a great lake and rivers at its center there is the ability to farm and fish. Goat’s are used as the primary meat source and export for this District and it’s cheeses are renowned the world over. Farming occurs not only in the bowl near the lakes and rivers but also in the mountains due to a terraced farming system. Bounty brings its own issues however. Raiders from the less prosperous District 28 attack towns year round. These incursions have been met with force in the past but the mountains are too difficult to police consistently. Attacks are allowed to occur and are either stopped by local law enforcement or the perpetrators are hunted down after the fact. This may change due to the Reclamation Act as Ibian artifacts have been found dotted throughout the mountains and tales of a lost Ibian city beneath the lake circulates. While the locals do not chase the legends others have begun to and this has made protecting the expansive, decentralized mountain farmers of the District much more difficult. All those living around the Kadara Link enjoy relative peace in contrast. Three cities - Tu Scead, Tu Elie, and Tu Loch - dot the points of the triangular lake. An intensive network of aquatic shipping lanes connect the cities referred to as the Three Stars. The cities have a history of healthy competition which can be seen taking the form of great games in the Autumn months after the harvest is made and before winter sinks it’s icy teeth into the land.

District 27

Government: Anarchist (Communist)

District focus: Mining, Shipping, 

Population: 2 million

Neither at the edge of the world, or part of the civilized world, District 27 is known for it’s hard working citizens and for opposing any outside influence with force. Libro, the capital of District 27, is a symbol of integrity, compromise, ethics, and freedom for many. It originated as a War Born re-education camp but has swelled with immigrants from around the world who enjoy the staples of life in the more centralized districts, but don’t want to be under watchful Government eyes day to day. It has much to offer since it is the trade hub of the far West, with Freeman food, and Eastern luxuries passing to it’s train station and going no farther without an additional fee. As a communist collective, all men, women, and children are expected to work 10 hours a day, 6 days a week except for holidays and special events. This is, to many observers surprise, done on the whole without complaint. Every citizen receives the same wage, even the children. However, the work one performs for the collective is assigned whether it is as a militia “liberty” fighter, hard laborer, or bureaucrat. Though the system admittedly functions, it is not without a wealth of corruption. This holds especially true of the smaller cities and towns outside of Libro which do not have what the local embassy terms “social pressures prone to an immulative response.” Many discontents from these outer cities move to Libro seeking more uniform equality or as home grown terrorists. In the most recent analysis it is warned that these internal terrorist cells are growing and may begin spilling over into other Districts.

District 28

Government: Anarchist (Communist)

Population: 2 million

District 28 is a land of failed institutions and superstition. The capital of New Liberty is built on the foundations of what is speculated to have been a major nexus of a dead civilization. Seven ziggurats have been discovered beneath new buildings, turning New Liberty into a hub of Archeological excavation. Before this discovery, New Liberty was failing to live up to its name. While technically a communist society the Governmental structure of District 28 fails to live up to the example set by its neighbors in District 27. Men are the only full citizens, for example, and pay is based on overall service rather than hours worked. This has led to inflated salaries for bureaucrats and the establishment of women as second hand citizens. With many outsiders now flocking to New Liberty and other towns in District 28 cultures long separated have begun to clash. The Equalists backed by District 27’s aid have become a major faction with women at their head. The Laborers faction, who wish for equal pay for men, none or less for women, and barring of child labor have also grown in popularity. Finally there are the Coimeáe who protect the status quo and the Anarchists who wish for true freedom. These factions, and many smaller ones, may continue to vie for power resulting in all out war. Histories revealed from the ancient civilization may tip the balance as the Coimeáe claim their system of Government was established before the Breach and has lasted to today.

District 29

Government: Anarchist (Dictatorship)

District focus: Mining

Population: ~1.2 million

The Primary Anarchist District in the West, those criminals shipped off to District 29 work underground, mining deep within the earth just to keep warm. The Dictator rules over the population with fear and death. The local Government controls the entire mining network and living outside of this network, under the shadow of the wall, is a death sentence. Of course there are uprisings from time to time but those are almost always crushed within hours by use of superior force. It’s said the dictator bathes in blood and it’s hard to know if this is metaphorical or literal. The embassy reports atrocities on a weekly basis. However, the District runs more smoothly than it did in the past with no rule at all. Rumors of artifacts uncovered by the mining operation have circulated for more than a decade. Only now that the Reclamation Act is in effect have people begun planning expeditions to retrieve said artifacts. These are always cautioned against by the Government but several have occurred. No expeditionaries have returned from the clutches of District 29 and the Dictator denies all knowledge of their whereabouts.

District 30

District focus: Exotic Animals and Plants, Medicinal and Alchemical Materials

Population: ~550,000

District 30 is home to a dense Jungle and a great crater lake known at The Maw. In the Southern reaches lies the city of Muraqib, called Qibbi by many of the locals. Sustaining this city is difficult as farming can be a struggle to maintain. Slash and burn techniques are used almost exclusively. While much of the citizenry enjoys their lives deep within the jungle it is not an easy existence. Raids from District 31 and 32 disrupts the peaceful day to day lives of the citizens. Most raids are fast and brutal leaving men dead and women, children, livestock stolen. If it wasn't enough to fight for survival in the oppressive jungle the citizens of District 30 must now fight against the outsiders who would prey upon them.

District 31

Government: Anarchist (Monarchy)

District focus: Exotic Animals, Plants, and Materials.

Population: ~370,000

District 31 does not get to rejoice in the luxuries of Freeman held Districts. There is no bountiful soil or wealth of fish in the sea. Instead District 31 makes their way slowly, plodding along to progress in their home of vast jungle and ancient stone. Long abandoned castles remain here, not completely obliterated like those whose foundations have been discovered in District 32. With the Reclamation Act in full swing a new line of monarchs, who trace their lineage back to the original kings and queens of this land, have come forward to rule. After a bloody coup on the Governor there are now three kings and two queens who rule the land, all with equal claims to the throne. It is a situation the local embassy is watching carefully, waiting to see if plays for power will be made. While the coup did not destabilize the District a drawn out war between kin may and must be avoided. It is at the seat of power in Islari that many factions play a political game. They vie for favor to gain the rare reagents that come seasonally to the Birthing Grounds by the lifecycle of the Denl’Zansi.

District 32

District focus: Lumber, Fishing, Exotic Animals, Medicinal and Alchemical Materials.

Population: ~320,000

Once home to a great monarchic dynasty, now District 32 is a frontier for those wishing to live as far from the center of the world as they can. Pariahs, Humans, War Born, and Darkleachers alike live off the land, all working together. It is not an easy existence. The cold sea brings in chill winds that numb the bone. Thick jungle of elder trees give both shelter and fire to sustain those living here through the depths of winter and first melts of spring. In the winter months odd practices abide here. Houses will give up their newborns to the snow, make sacrifices of livestock, and light bonfires by the sea. The people of District 32 are odd but rugged. Abandoning society to live in a hostile jungle is not a choice made lightly and those who do make it are prepared for the struggle they endure.

District 33

Population: ~4 million

When Dackleachers were originally forced to live in the Western Districts and segregated this led to many Humans migrating to new pastures. District 33, with the Church acting as a separating agent, became the first non-Darkleachers moved to. The land is harsher than that the citizens were originally used to but they’ve made it their own. New towns rose and the citizens have lived relatively peaceful lives for generations. Old scars still remain however. District 33 is strictly segregationist and any Darkleacher caught trying to move into this society is immediately shunned. Lynchings are not uncommon here. Luckily for Darkleachers there is a small enclave of War Born who travel nomadically through the District and, unlike others in the region, are willing to take on Darkleachers as long as they can carry their weight. More than one small town has been destroyed due to conflict arising between locals and the War Born over injustices done to Darkleachers under their protection. From the small jungle towns to the capital of Millville there is no shortage of prejudice and injustice.

District 34

Population: ~7 million

Just below the influential Church District of 24 District 34 attracts people from all over the world due to its extensive cave systems. The caves of District 34 extend for dozens of miles with looping and connecting networks while some others are completely cut off from the outside world. Many of these cave systems are thought to have at one point or another been connected but now harbor their own specific ecosystems. Many of the individual caves are extremely large, able to house whole skyscrapers. For a long time the Government had shut down access to the largest cave system, Anathane’s Network, named after the late professor of Geology. However, since the passing of the Reclamation act it has been reopened to study. The miles long and hundreds of feet high central cavern holds the most studied closed ecosystem loop and is even said to have small storm systems form within it. New researchers say they’ve found old pictographs and murals that do not seem to be of Ibian origin as the oldest known research notes proclaim. A group of researchers from Malberg University recently discovered a connected cave system that was completely untouched. Sealed off from the world for centuries. Before the air rapidly eroded the murals within the researchers saw them, painted and fresh, for the first time in known history. District 34 does have it’s issues however. Becoming a new center for study means the local government, already struggling to make its food quota, will have to supply the influx of people. Many are not happy with the way things are being handled on a day to day basis within the District. Some families go hungry harvesting the crops that could feed them just to make quota. While this hasn’t affected the day to day business of the District it may in the future as the citizens, already under pressure, may burst into protests if things don’t change. Cavala has seen the largest disparity, especially since a new Grey university campus is being built on what used to be farmable soil. More newcomers arrive every day, many non-darkleachers. These newcomers have slowly pushed out the poor in Cavala to build new apartment complexes, businesses, and more. Their forign money greases the right governmental gears but grinds those of the impoverished, segregationist populace.

District 35

Population: ~4 million

District 35 is the most Westerly of all the Freeman held Districts. It acts as a frontier for the Darkleachers that live in the region who want even less to do with humans than most or cut themselves off from Freeman society to a degree. Highly segregated, District 35 also acts as the place where Freeman unwanted are sent. For crimes that are too serious for a fine or short sentence, but not serious enough to warrant exile or execution, the perpetrators are sent to work hard labor in District 35. The only major prison system in all Freeman held land is present here, with the largest prison in Nitszah city. While it is good for the citizens in the Eastern Freeman Districts, shipping inmates to a single District has caused many issues in District 35. Firstly there is the fact that the citizenry of District 35 moved here to remove themselves from direct influences of Freeman society. Secondly is the fact that the inmates require food. Like all Freeman Districts, 35 has a quota to meet and having prisoners to feed makes that job harder. The weakest link in the Freeman chain, District 35 has been making deals with the Church to take prisoners off their hands from time to time. Lessening the burden and increasing net food production output. What the Church does with the prisoners is not known, but can be speculated. Housing prisoners requires a security force. It is believed that the ability to have an active, armed and armored, group afforded the Freemen by having a prison system is the primary reason they’ve instilled and maintained this industrial prison complex.

District 36

Population: ~12 million

A staunch spiritual citizenry lives in District 36. This culture of spiritual worship likely comes from the clashes that the Darkleachers living here have with their Church neighbors to the North. Several times there have been raids into District 36 by Church officials to capture Witches and Warlocks. It is understandable why they would do so since magic is intertwined with the spiritual religion people here follow. More than once the local embassies in District 36, as well as District 23 and 24, have had to mediate spiritual and religious issues arising between the Districts. Since the Spiritual practices are decentralized and personal to each Darkleacher performing them it has been impossible for either the Church or Government to get a hold on and quell the practices. This is true even when practitioners begin to congregate in masse. Single leaders materialize from the crowd then, once disposed of by the Church, another arises but with differing views and followers. Spirituality is so ingrained in the lives of these citizens that every day life is dictated by it. Houses are not built on certain grounds, tea is drunk at very specific times, scarecrows are burned at every full and new moon. Other oddities such as these have been observed. Of note is that, generally, there is no infighting between the factions as each person's spiritual journey is seen as their own and the related beliefs they have can be different than others without issue. However, in response to Church violence, leaders have become more prevalent and this is creating religious factions within District 36. It is the official stance by the Government that personal beliefs are allowed but congregations of religious intent, other than those orchestrated by the Church, are prohibited. As leaders emerge they will have to deal not only with the Church and other spiritual factions, but also with the Central Government. Recently a group of three soothsayers, returning from a congregation at the Spirit Tower, were arrested and questioned. Information extracted from them indicates a shift to two centralized Dogmas, one coming from East Bank and the other from those living near Rondu’s Hold.

District 37

Population: ~15 million

Home of the primary Freeman Houses; the Daymen, the Faeman, the Styxmen, and the Duskmen, Freehold is the oldest Freeman city. As the primary influence on all Freemen the houses work tirelessly to maintain order across not only District 37 but all Freeman Districts. It is no surprise that food production in District 37 is plentiful and always on time. Culturally and politically Darkleachers and Freemen dominate the landscape. Segregation is forcefully maintained here whereas in other Districts, such as District 39, segregation has become lax as of late. More open travel policies that came with the Reclamation Act have created a schism in all of Freeman society but it can be felt the most in District 37 and the city of Freehold in particular. A minority percentage of Darkleachers think it is time to end segregation, others think it’s time to lessen the restrictions, while others staunchly believe Segregation is responsible for their prosperous way of life. While this infighting occurs it does so in one of the most fruitful and beautiful Districts in the world. Freehold is a sprawling metropolis of red brick buildings and white tile roofs. Built to last for generations and it has. At the center of the city square is a concrete clocktower where the Great Uniter is said to have given their first and last speech. Many flock from all over the world to stand where they stood in history. This square also sees the changing of the guard from each Freeman group to the next with the cycles of the seasons. While not as politically important, Riverseed acts as the distribution hub for all agriculture west of the River Nyx.

District 38

Government: Standard

Population: ~22 million

Forested uplands near Harvest give way to swamps, marshes, and bayous. The majority of Freeman fish and specialty meats come from District 38 as well as skins and pelts. Land here is easily worked due to seasonal flooding that is light in nature. The Local Government is more decentralized than in other Freeman held Districts due to most citizens living a decentralized lifestyle as farmers, fishers, or ranchers. This decentralization has allowed for poachers to invade Freeman fishing stakes. While the Central Government runs a steady stream of blockades from District 4 all the way to District 32 to prevent contact with the Westerly islands they do little about the poachers. This leaves the issue squarely in Freeman hands. Due to the nature of the District however this falls on local authorities and the lowly Darkleacher more often than not. The Daymen in particular have taken up the slack, patrolling the wide seas and killing poachers. It is one of the many actions of the Daymen that results in the ever expansive chant “Daymen Pride.” So far the coastal cities of New Delta and Red Roil have let the Daymen solve their problems for them but the local Governor has come under fire by the Central Government due to several terrorist attacks on the Navy blockades offshore not being stopped. The Governors reaction, as well as the Navy’s, remains to be seen.

District 39

Population: 7 million

In District 39 they have a saying “Well to the West, Eagles to the East.” This saying encapsulates the feelings the population has for their own Darkleacher brothers to the West and for the Ellson Districts to the East. Much of District 39 was destroyed in the Second Race War but great lengths have been taken to rebuild. An interesting architectural style, likely driven by the skew towards Spirit Darkleachers in this population, has taken hold here. Forgoing the concrete and brick used in almost every other District here they use wood to create almost all buildings. Woodwork has become an art in District 39. The use of large and small beams, interlaced in complex joinery patterns, creates magnificent structures reaching five stories tall regularly. These structures are crafted all without the use of glue or nails. Most notable is the Liyan “Spirit” Tower. Using trunks that were 300 feet in length as a core structure the tower reaches over 500 feet high. Liyan Tower is viewed as both a memorial for all the Darkleacher lives lost since their arrival to these lands as well as a spiritual gathering place. It is postulated that the citizens' fear of their Ellson neighbors is what has caused such a magnificent divergence from conventional construction. Also, their separation and anguish from their kin in the West may also be a factor. This separation is due to a lesser focus on agriculture than other Freemen held Districts. It may be the reason Remora, the Capital, holds gatherings at the end of each season. These gatherings, more akin to city wide, week-long parties bring Freemen and others from the distant west all the way to Remora.

District 40

Population: ~14 million

District 40 is possibly the most plentiful land in the whole world. It has an incredible production ratio of crops, livestock, and seafood. Other Districts are referred to as breadbaskets, District 40 is referred to as the bounty of the West, accounting for nearly ¼ the total output of all Freeman run Districts. Due to its prosperity District 40 has also become a center for the musical and theatrical arts. It is known for not only having the first Darkleacher owned music club, but also the first Darkleacher owned cinema and theater. Knowing the value of this District, both from a food production and cultural standpoint, the Freemen have made it the center of their power. Many “offices” that act as training camps for Freemen militia are stationed all throughout the region, even in the smallest towns. Great memorials to both the First and Second Race War dot the landscape. The most well known is The Great Uniters Mausoleum. Ultimately this District is one of the greatest benefits to the Central Government but also one of it’s biggest threats. The proximity of its cities, New Wave and Old Wave, to City One are precarious. Freemen segregational policies and distrust of Central Government officials also make intelligence gathering rather difficult. This land holds a lot of sentimental, cultural, and historical value to all Freemen. Factions within the Freemen understand this and use it to undermine the Central Government routinely. Therefore, especially since the passing of the Reclamation Act, Agent personnel numbers have been increased in District 40. While it is the Government's hope that nothing explosive will come from the Freemen learning more of their histories, caution must be utilized.

District 41

Population: ~2 million

Open land and nutrient filled soil drove the immigration of citizens to District 41. Now the citizens carve out their own space next to the old monoliths, harbors, and pyramids eroded by the Zenoca’s seasonal floods. Darkleachers and humans live in integrated societies, however there are still tensions in fringe groups that live deeper in the forests due to the Third Race War. Accessible primarily by sea, District 41 has been a prosperous frontierland for nearly all who decide to make it home. That isn’t to say it doesn’t have it’s issues. Monsoons and the subsequent flooding can tear livelihoods out from under the unprepared citizen who farms the floodplains. While these floods may decemate entire towns they also provide great bounties to few. Artifacts seem to wash downriver with the floods. Meaning there is a mad dash among adventurers to find them as soon as monsoon season ends. For those who wish to live an existence free from nature's wrath, Khasi’Koh is home. This city is built on top of ruins that run deep within the earth. So far, there have been no recent reports of monstrous creatures living in those twisted depths.

District 42

Population: ~1 million

After the Third Race War both Human and Darkleacher alike found themselves forcefully integrated. Those in both groups that desired segregation immigrated to District 42 while others immigrated back to the Central Districts or to District 41. After years of failed integration this District overthrew the Non-Anarchist Government in a series of coups and has been in a state of gorilla war since. Only recently has a Human faction been able to provide representatives and a passable Governor to the Central Government. This sudden occurrence is thought to be spawned through threat of all out war by the Central Government on the Anarchist factions within District 42. This stability has come just in time for many citizens of Yami’Koh who have turned from farming and fishing to delve into many of the local ruins which dot the landscape.

District 43

Population: ~2 million

Populated primarily by Pariahs, District 43 has become a refuge for all similarly persecuted persons. While it is a desert landscape the mountainous regions allow for the growth of several exceptionally hardy crops. Keeping goats and large lizards as livestock sustain the population. Communities primarily reside in cave dwellings which are dotted through the mountains. A nomadic people by necessity, the citizens always come together for yearly celebrations and, more importantly, elections in the only city, Tabor. Major government subsidies are given to District 43 as they act as an ally in the event of Church subversion in the nearby districts. This is the only District in which a group that could be called a Government militia resides. Primarily made up of Pariahs and War Born. It is a small force but has been used to great effect in the past to deal with unrest in District 44 several years ago and to dismantle an Anarchist terrorist cell that had crossed into District 26. Of note is the operation of a Hunter’s Guild outpost in this District. The Guild acts out of this outpost to initiate Hunts in the far West but have also been the party contracted to train the militia. While a symbiotic relationship is present currently it is important that the local embassy retains full loyalty and control over the militia. A non-issue until a recent defection of a militia captain to the Hunter’s ranks.

District 44

This barren District is almost completely unpopulated. Desert sands spread for miles without oasis to stave off thirst or save souls from the blistering sun. A small outpost was once operated in the southern corner of this District. Now it is inhabited by the various Anarchists that live in the mountain borders between District 59 and District 43. Only recently has anyone cared about this land since it became known that the ancient Ibian city Nakala resided here. This has led to an influx of adventurers and opportunists scouring the desert for Ibian artifacts.

District 45

District focus: Salt, Glass, Stone, Artifacts and Alchemical Ingredients

Population: 1 million

Desert sands and red-rock mesa’s are the two features of District 45 that are known across the world. This land has little to no rainfall each year, its inhabitants taking extreme measures just to survive. It is not a surprise that Anarchy has taken hold in this District. Our most updated information shows that a trial by combat, in accordance to the lunar cycle, is performed, the resulting winner becomes the de facto leader of the primarily Pariah population. Officials sent to the National House are selected by the Monarch in charge at the time. The selection date is an event which spawns a bloodbath. The Governor who is selected for this District presides over the trials and other culturally important events. Only in the past decade have outsiders settled District 45 which, like other Districts in the region, is said to have buried histories and treasures waiting to be unearthed. Generally of little interest this District has seen some major developments as of late. The first being the creation of a desert city named Vega which, due to a lack of laws, has become the home to crime syndicates and company holdings. The second major event are reports that a group, called Kindred, have begun to manifest control over local ceremonies. It is unknown if they are acting in a religious or small scale governing capacity at this time. What is known is that the members are all powerful magic users. Their leader, who has not been identified by the local embassy, is reported to be neither Human nor Darkleacher. Of secondary concern is the seismic activity that has recently occurred in the region. It is known that there are great Wurms living below the surface of these lands and several Intelligentsia have proposed a great migration coming that could wipe out a large fraction of the population residing in Vega.

District 46

Government: Anarchist (Democratic Republic)

District focus: Mining and Soulmetal production.

Population: ~20 million

Historically District 46 was a bloody grave for many War Born tribes. With this new knowledge, discovered through the Reclamation Act, many War Born feel it is their duty to honor the ancestors who died for the ground they walk on. It seems as if the re-education programs failed in this District as it is the only War Born District that has never fully adopted the approved Government system. Instead, all citizens - meaning all War Born - get to vote on their leaders. These leaders, while typically tribal elders, do not have to be. A recent shift to younger representatives has created a New Guard vs Old Guard dichotomy in the system. Elders believe it is time to move on, continuing with modernization, while the youth believe it is their duty to remember their forebears. Unrest in District 46 is highly dangerous as they provide both traditional metals and, more importantly, Soulmetal to many Districts. Both Makeyevka Metallurgy and Calissendorff Hydraulics have their corporate centers in this District and as such have a vested interest in local politics. The Capital of Calissendorff remains peaceful and free of the tribal killings that have occurred in the outskirts of the District. But for how long violence stays off the streets no one can say. Recently both Makeyevka Metallurgy and Calissendorff Hydraulics have put aside their differences and hired the Wexler Investigation Agency to curb the New Guard. Thus far brutal force has been able to keep citizens in check. The Ellsons and Greys have made small, methodical moves into this territory as well to protect their mining operations but have made no major plays as of this time. If the current political climate destabilizes any further these families are projected to take full advantage.

District 47

Government: Anarchist (Republic)

District focus: Mining and Refinement

Population: ~17 million

For centuries District 47 has been a home to the War Born tribes which still roam these lands. While re-education programs have been wholly successful in other Districts, and were successful in District 47 in the past, a new movement among War Born has led to the formation of a Republic. This Republic is ruled by a council of tribal elders. Debate exists as to why this new movement has occurred but the Reclamation Act is often cited as an inciting incident which resulted in the overthrow of local Government officials and redevelopment of Tu Tiach. Ideals instilled in the War Born by re-education have seemed to prevail in most sectors of life however. Under the Republic rule there is still a focus on modernization and exportation of mined ore. The largest issue that has occurred is a focus on infighting between War Born tribes. A secular group has also formed that believes the Republic is still too attached to the Central Government. This group calls for a disbandment of the Republic and for War Born to return to their nomadic roots. Spiritual undercurrents seem to define this movement as they believe that living on the “Celestial Peak” for too long brings about natural disaster. While these developments have caused concern amongst some factions, the local manufacturing giant Rüstung has assured it’s constituents that the situation is under control. Whether Rüstung is meddling in affairs is unknown but suspected. Both the Greys and the Ellsons are reported to be influencing local politics to protect their mining assets in the District. It’s unknown if these families are working together or not, or what factions they may be supporting. However, stability seems to be at the center of all parties interests.

District 48

District focus: Honey and Wall Shards

Population: ~4 million

A primary Anarchist District and blasted wasteland. District 48 is home to a large criminal population which vies for control with a minority Pariah population. While the criminal factions that have been exiled here widely outnumber the Pariahs they are by and far less organized. For this reason the Pariah Monarchy has sustained control for generations, going so far as to build what they call “the Jewel of the North.” An expansive city that is built both on the Wall and the foothills that press up against it. The Jewel of the North has the only well water for miles. Combined with the looming presence of the Wall this has led to a peaceful existence for the city as it is almost impossible to attack for a sustained amount of time. Within the city colorful banners fly, goats and camels are herded through the streets, gladiators fight, and honey flows. In fact honey, made by a species of bee that lives solely in the Northern desert, is the primary export of District 48 followed closely by Wall Shards and Executioners. It has been confirmed that the Monarchy does not mine the Wall Shards but instead have a large cache collected sometime in prehistory. These they hoard greedily as Wall Shards worth so much on the open market. Generally exportation of both their Honey and Wall Shards only occurs when an Executioner is contracted. All goods travel with the Executioner until they reach the city whose signed their contract. From this point the goods are sold, the Executioner employed, and their entourage returns home with gold in hand. Recently there have been attempts by researchers to gain intimate access to the Districts. All attempts have been blocked by the Monarchy. However, the Anarchist underbelly has been known to transport those wishing to enter District 48. Most go missing, thought sold into slavery or murdered, but some return to their respective Universities reporting a wealth of Ibian and non-Ibian artifacts.

District 49

Government: Anarchist (Confederacy)

District focus: Livestock

Population: ~2 million

Designated as a secondary Anarchist District, to which criminals are exiled, District 49 has become a confederacy of many different factions all working together to provide the Central Government with its 5 representatives and an electable governor. This district is a large open plain with the massive Lake Speculo splitting it in half. Anarchist City 1, locally called New Oren, is located on the river Acheron and is the only true city in this District. Government officials make New Oren their home as do those who wish for a more city centered lifestyle. Travel to and from District 49 is advised against and restricted but not prohibited for non-locals. Many in the area have become ranchers, relying on the river that provides for both them and their livestock. Different laws and societal norms rule over those living under the influence of each confederation faction. This has led to issues within the population and is a point of note for anyone visiting District 49. Due to its proximity to District 50 there is a large military presence on the Eastern border with ships patrolling the lake. Often trade of goods and services passes between the military personnel and the anarchists living in District 49 as towns on the lake have varying prejudice against military personnel. Some being wholly accepting of the outsiders.

In District 50 the Breach is contained. Site 1 is set approximately twenty miles away in the Forbidden city. The outer containment wall is set approximately 35 miles from the breach. An intensive railway system links the Primary Containment Station to Site 1, the Forbidden city, and outer containment wall. District 51

Population: ~18 million

District 51 was designated as one of the primary Anarchist Districts and, as such, it has lived up to its designation. The government here, and it’s representatives, are semi-stable but there are no written laws or codes governing the population. It is advised that all travel made to and from District 51 is only undertaken if absolutely necessary. Food is grown and trade does occur but only within the district as exportation and importation rights are revoked for District 51. Terrorism is rampant within the District and several bombings have occured in District 18 that had their origins in District 51. Many other attacks have been thwarted by the local Embassy. Recently factions have become increasingly cooperative and the Government worries this is the beginning stages of a second Anarchist Revolt. To subdue these factions Agents have been deployed along with military support to destabilize the cooperating factions while keeping the loose power structure that provides representatives intact. This action has been hampered by the fact that the Ellson family, under the Reclamation Act, has discovered ancient ties to key points of interest within the District.

District 52

District 52 acts as a support hub for District 50. Supplies, personnel, equipment, etc. are all routed through District 52 before reaching District 50. There is a population which lives off the land via terrace farms. However, the population beyond Fort Joi is sparse as the forest can be oppressive and has stopped several attempts at development. Citizens of District 52 must pass screening procedures before being allowed to leave or re-enter. All non-Citizens must pass screening procedures before moving to District 52. Fort Joi acts as the military arm in the region and is the primary research and development base for the military. R&D is the reason Fort Joi also acts as a major manufacturing center.

District 53

Population: ~4 million

Vastly unpopulated in it’s Western reaches, unusually infertile soil, and a societal dispensity towards supernatural legends mark District 53. Recent studies of the soil have revealed no lack of nutrients but several unidentified organisms. More study into this phenomena is underway to try to curb the supernatural reactivity of the local populace. Two relatively small cities exist here, the capital of Old Romar at the border of Districts 50, 51, 52, and 53 as well as New Romar on the border of District 20 and 54. The capital acts as a transportation center for Anarchy District 51 as well as a distribution center for District 52, shuttling goods and personnel. Citizens of the Capital are known to keep to their homes at night, never venture too far from the city, and claim that any who do disappear. Similar paranoid actions are undertaken by the citizens of New Romar. Increased numbers of disappearances have been documented in District 53. These have been officially linked to emigration to the deeply forested East as legends of a city of gold have recently begun to circulate in addition to defections to District 57. However, unofficially The National Bureau of Paranormal Research and Containment has increased research initiatives in the area. Whether these initiatives are due to the disappearances or not is redacted information at this time. What is known is that the small towns and villages that exist are very distrusting of outsiders and even cityfolk. All traveling to District 53 should be prepared to deal with local paranoia and myths.

District 54

Population: ~7 million

District 54 is a key arena for the study of the forest dwelling civilization that occupied this region hundreds of years ago. While it is currently an Anarchist District there is very little unrest as the Oligarchy practices a form of honorable trade among its citizens where a promise can be as good as money in hand. Anyone found to be purposefully misusing this practice is often relieved of body parts that match the severity of the crime. Over the years this has resulted in many visitors becoming single handed or even executed. Therefore caution is advised when entering into any agreement with the local population. This practice and government are said to trace their lineages to the pyramid crafting civilization that is studied here. Baumbura, the Capital and only major city in District 54, has become a fast growing center of historical research. Travel to this city is difficult however since it is nestled upon the mountain top in a terraced sprawl. This fact has not stopped many from making the long trek from the train station at the base of the mountain all the way to the top. Recently the Grey family has entered into a contract to construct new train stations, housing, factories, as well as a network of lifts to Baumbura from the many smaller towns at the base of the mountain. Modernization is coming quickly to District 54 who have resisted it for decades. Now the promotion of study is aligned with the historical importance of this District. This is translated into reality with large grants being given to Universities to build new campuses in Baumbura.

Population: ~7 million

Dense forest is the primary feature of District 55, with ancient trees reaching five hundred feet in height. Zenoca city is the capital of this district, sitting on the western edge of the territory near the District 20 border and Zenoca river. Originally District 55 was an Anarchist District but has enjoyed peaceful rule by a standard governing body for decades. However, the recent introduction of the Reclamation Act has stirred unrest since there is a strong historical link between the civilization that built the Pyramids in this region - including Districts 41, 42, and 54 - and the Pariahs and other groups living near the wall. Known for its exotic remedies and ingredients District 55 remains one of the truly untapped frontiers. Daily more and more of the forest is cleared away by lumber mills opening up new lands for exploration and development. However, there have been issues with expansion in this District recently. Reports of entire towns going missing overnight, strange lights dancing in the trees, and predators hunting anyone out on their own have created unfounded legends of the land fighting back against the population. Also of note is the presence of The Pit in this District. A prehistory prison that may have made use of an ancient mining operation, The Pit is the final resting place of the most dangerous entities that are apprehended by The Government and, more precisely, The National Bureau of Paranormal Research and Containment. Any further inquiry about The Pit must be directed to and processed by the NBPRC.

District 56

Population: ~ 300,000

Historically District 56 was used as a boneyard and reclamation center for Soulmetal. Over time slums of ancient Soulmenders began to form and the once barren District became an isolated land of rusted out shelters and monarchic culture. The island faces the brunt of storms coming off the sea and is primarily a lifeless, rocky landscape. No true city exists in District 56, with the closest equivalent being the Keyevka Slums. District 56 does have a functioning Government ruled over by the Monarch they dub the Mad King. Little is known about this District or it’s population as they’re strictly isolationist. However, their taxes are paid on time and representatives are appointed consistently to the National House. Exportation of Soulmetal continues to this day and while emegration is scarce immigration of Soulmenders who are starting to lose their grip on reality is high. This is likely due to rumors that the Monarch is said to have found a way to stabilize the mind of aging Soulmenders. While an embassy exists in this District the Agents staffing it are harshly shunned. They report that Soulmenders will wander the streets of the broken down cities that once stood tall and never speak, not even to each other. It’s said to be an unnerving and ghastly sight to look upon day after day.

District 57

District focus: Textiles, Agriculture, Music, and Art

Population: ~30 million

Originally a Designated Anarchist District the criminals shipped to District 57 have recreated it and formed a semi-stable Democratic entity. Power often changes hands in this district and the Anarchist factions experience infighting regularly. However, the three major factions always designate delegates and do not typically insight violence in other districts. District 57 was once an agricultural center. In the Western portion of the district overuse of the land caused a small dust bowl effect. Now only the Eastern region of District 57 produces crops. These crops are still more than enough to feed the population and allow for small amounts of export. Still, District 57 primarily relies on it’s exports of textiles, art, and music to support its economy. While not an industrial center like District 18 prehistory factories and cityscapes allow for even poor citizens of this District to live spaciously. Many old buildings have been repurposed as homes, artworks, or torn down for supplies. On the river the Capital of District 57 sits. It’s streets fly with colorful banners and street merchants selling their own creations. Nueva Vista bases its prosperity on two things, readily accessible water and the snails which thrive in the dammed up river. Water allows for the creations of great garden buildings on the riverside which supply fresh food directly to the citizens of Nueva Vista. The snails, while being deadly due to their sting, are harveste to make rare pigments from their multi-colored shells. In the West there is another town, Marais, where the citizens do their best to reclaim the land destroyed by decades of misuse.

District 58

Population: ~6 million

District 58 was once ruled over by War Born tribes. Now it sees prosperity in the hands of those same War Born generations later thanks to the Government re-education program. Cold peaks and desert lowlands define this District and War Born tribes who roam the high mountains. Tu Uaimh, the Capital, is set high in the face of the mountain Garan. Constructed from ancient salt mines the city is a series of tunnels and caverns which hold a wealth of ancient sculptures and carvings. Elected officials inhabit this city year round but its wide streets and large caverns are only filled when all War Born congregate to select government officials or celebrate holidays. The fact that citizens here retain their nomadic roots has been a point of contention between the ruling class, made up of re-educated persons, and the working class. Councilors, as those educated for rule are called, wish for a more centralized and industrial society while natives wish to live their lives as their forebears did. The fact that tribes don’t know much of their history, other than their nomadic nature in the past and tribal focus on certain duties, does not stop them from feeling greatly attached to their current ways. Fears spread among the Councilors as the Reclamation Act begins to reveal the true nature of the War Born past. Once benign carvings and sculpted edifices now hold new meaning to tribes and old rivalries have become increasingly heated. There is only so much room on Garan for the roaming tribes and city folk. It is the hope of the ruling class that their kin are not walking a path towards war once more.

District 59

Population: ~5 million

The last hold out of the War Born; District 59 is a landscape of high, frigid peaks sloping into dry desert that make its people as hard as the paths they walk. Like District 58, the Government re-education project has led to prosperity even in this hard to conquer landscape. While in the past the tribes would have roamed the craggy mountain now, in the city of New Tosach set at the base of the Rondu mountain. War Born find work as shepherds, miners, and craftsmen. Citizens of this District have enjoyed lives uninterrupted by major political or industrial change in their relative isolation. Prosperity and stagnation have been cornerstones of District 59 since it was first governed by the standard system. However, this stagnation may change relatively quickly under the Reclamation Act as Rondu is of major significance in old War Born society. Many War Born relics are scattered throughout the District and the Government worries that study of these relics may drive a new generation of War Born back to their old philosophies. In any case no such cultural shift has yet occurred in what is one of the most peaceful Districts on the continent.

District 60

District focus: Trade

Population: ~2 million

A large island in the middle of the sea District 60 is the basis for all trade between the Government and the South East Island nation of Karak’an. On a daily basis more than 200 ships from Kobai’Koh will unload pepper, spices, citrus, nuts, tea, red clover and other goods in its ports. Three major ports dot the east of the island District however these once distinguishable cities have become one large sprawl named Southport. Generally only traders to the mainland, navy personnel, researchers, and Government Agents are allowed to move between District 60 and the mainland. However, there is talk of loosening these travel restrictions as the Easterners are said to have a wealth of historical knowledge in the form of myth and legend. This proposed free travel doctrine has stirred up some issues on the Island. Many traders worry about their contracts and the Navy brass is concerned about the influx of persons passing through their waters. Navy enlisted and researchers are very excited about the prospect of not living and working under an umbrella of secrecy and isolation. In any case it’s unknown how the Easterners will react as their highly individualistic society may cause clashes as has been documented in several isolated incidents in Southport.

Western Lands

Population: Estimated to be ~4 million

The Western Lands can be easily reached by those with enough money and resources to buy a ship and crew her. However, there are no confirmed cases of any such expedition surviving landfall and the swim back to the mainland. Those who live on the three islands making up the Western Lands are violently insular and, while they lack the technology of the modern era, seem unwanting of any intrusions from the outside world. It is known to the Government that those living in the Western Lands give fealty to one Imperial Icon, commonly translated as Emperor. Below this Icon are lesser Icons that act as clan leaders. It is unclear if Imperial Icons, or the lesser Icons, are bound by familial ties, treaties, or other unknown connections. In any case several Government diplomats have been executed upon arrival to the Western Lands. It is only recently that a young woman, reported to have washed ashore some years ago, has been able to convince several lesser Icons to trade with Naval Trade Commission ships. The primary object of this trade partnership has been to gain access to what the locals call Veil Stone or Soul Stone. A seemingly innocuous material. However, many old notes, recently released to Government researchers, indicate that this type of stone can be refined for unknown applications. Reportedly it was heavily mined and utilized before the Breach though those mining locations are unknown.

Odemark

Population: Estimated to be 100,000

Odemark appears on many nautical charts, but has been redacted from most public maps. It is a cold, harsh place composed of fjords on the coasts, tundra slightly inland, and great fields of ice reaching all the way to the Wall. Long believed uninhabited it is now known that many small towns and villages survive the harsh winters by burrowing underground, burning stored whale fat or using local geothermal activity to keep warm. As the snows melt they emerge and begin tending to their fields, fishing, whaling, or rounding up the great auroch heards which can survive the winters above ground. While none are permitted by the Central Government to have contact with the locals it has not stopped the Greys from setting up several research stations on Odemark. While they claim to have no interaction with the locals this is hard to believe. One thing is certain, the general population under the protection of the Government does not know about those living on Odemark. Current policies are in place to keep knowledge of Odemark, even within the Central Government, to a minimum. “A desolate hellscape of ice and nothing more of interest” is the introduction to the official Government surveyor report.

Karak’Ahn

Karak’Ahn has a dry summer climate with mild, wet winters. It’s northern coast grows many commodities and spices both known and unknown to Government Citizens. Several special types of herb naturally grow inland, not least of all the Blood Moon Lichen which has healing powers of a non-supernatural origin but is beyond medical explanation. There are also several fruits and grains that are unknown anywhere else in the world. These commodities, at least those known to the common man and woman, are traded for by the Naval Trade Commission in District 60. Only high ranking naval personnel and Government Agents are allowed to have direct contact with the locals. All non-certified personnel who have contact with Kara’Ahn locals are either imprisoned or executed. Harsh punishment is dulled out due to direct orders from the Council of Thirteen. It is speculated these orders are to prevent cultural contamination from the locals who seem to be highly individualistic, lack all familial connections, and have little to no boundaries when it comes to social and sexual encounters. However, analysis shows that there are cultural customs governing interactions. This seems to be how the elderly and disabled are cared for and structured organizations exist. Different forms of money, religions, practices, rites, bureaucratic institutions, and laws all exist in a free-flowing web that has yet to be untangled by the few Government Agents allowed to associate with locals and partake in their customs.
